To travel to the Philippines, a Visa is not required from passport holders of the list of countries available from the link from the Philippine government's website: http://www.gov.ph/faqs/visa.asp.

Information from this link states that nationals from countries on the list traveling to the Philippines for business and tourism purposes are allowed entry without visas for a stay of twenty-one (21) days or less, as long as they hold valid tickets for their return journey to port of origin or next port of destination and their passports valid for a period of at least six (6) months beyond the indicated period of stay.

For those who hold passports valid for at least sixty (60) days beyond the intended period of stay in the Philippines, Immigration officers at the ports of entry may exercise their discretion in allowing the entry to the Philippines.
