PRC Philippines is more than just a giver of Exams
The Professional Regulation Commission (PRC) is the Phiippine's government agency that ensures the reliable, trustworthy and progressive system of developing professionals with the highest level of integrity and spiritual values. One aim of the PRC is to harness the competitiveness of the Filipinos by realizing the ideals of a professional by adherence to prevailing and up-to-date standards in each profession.
With its establishment in 1973 by the then Philippine President Ferdinand E. Marcos, the PRC has undergone many developments. Most notable among these developments are the efforts of the PRC to integrate their services with the widely available advances and technologies related to telecommunication and Information Technology, combining the use of the Internet and various computer systems to streamline their efforts to be efficient service providers to the Filipinos.
The regulation done by the PRC is most prominent when it comes to the administration of exams but regulation definitely does not end there. The PRC is responsible for the enforcement of professional regulatory policies of the government, and the issuance of professional licenses to individuals in accord to the values that make up their respective professions.
Professional regulation is important since this facilitates in some way the creation of conditions that foster widespread and binding professional standards in the usual behavior of individuals and institutions that deal with professionals or would-be professionals in all levels.
We are aware that the law will always be behind developments in technology. This is but normal since the course of law follows the law of life and not the other way around.
Thus, there will be times when professional regulation by the government will not be able to cope with current standards in some professional fields.
This is very much true in the of Computer Science field, where development and innovation happen faster than anything else. Thus, in the Philippine, like in most parts of the world, the professions in the Computer Science field are not regulated by the government. (The Computer Science field is governed by the standards that result in the creation of new technolody.)
The PRC has been consistently striving to enhance its services. At present, it has started to implement an Internet online application service for maritime professionals only.
Since this online service is being implemented for the first time, the PRC has decided to limit the scope of this service to the aforementioned professional field. In the near future, this service will definitely extend to all professional fields.
Since 2001, the PRC has been planning and implementing reforms to recreate itself as a world-class and technology prepared government agency of the Philippine.
The exams regulated by the PRC are very important since there are individuals and entities who run illegal licensing operations. Usually, these illegal individuals operate in a clandestine manner. They do not have fixed locations of operation, but simply pop up everywhere where there is a need for the securing of licenses.
In the Philippine, a complete crackdown has been launched to a few syndicates that offer fake professional licenses and other documents that, without careful scrutiny, can pass for legitimate documents that are used for job applications, visa applications, or even the securing business permits.
This phenomenon of the fabrication of all sorts of fake papers and documents such as driver's licenses, college diplomas, professional licenses and even birth certificates, and passports is not just found in underground Internet businesses but are also found in local black markets worldwide.
The PRC is in all-out-war against these perpetrators of fraud and forgery in cooperation with intelligence agencies of the Philippine government.
As of the present, there are 42 professional fields regulated by the PRC. We list down these fields at the bottom of this article.
The PRC is also a source of government revenue because of the fees that it charges for the various services it offers. The largest income source of the PRC is the examination fees followed closely by professional license fees. The other income sources include certification and registration fees and other miscellaneous fees.
The PRC administers the board exams and implements regulatory policies for the following 42 fields:
